Section I : Composition

ARTICLE 1

An African Judo Association named African Judo Union is founded amongst the official national organizations of all African states. The African Judo Union(AJU) is non-political and makes no differences between races or religions. The judo recognized by it, is the one created by Jigoro Kano, and which is now exists as an Olympic sport.
Judo is understood as a way of life to be reached through a training of the mind and the body. The judokas under the supervision of the AJU have an amateur statute in conformity with the chart of the International Olympic Committee(IOC).

Section II : APPARTENANCE

ARTICLE 2

Every national African Judo organization can join AJU as a member. Only one national federation per country is admitted as a member of the AJU. In the case where in the same state two or more than two federation exist; only the one recognized by the highest sports organization or the national Olympic Committee of the state will be admitted by the AJU. When a national organization is definitely admitted as a member of the AJU, it cannot be excluded, except in the cases foreseen by the statutes or following a decision taken by the AJU Congress after a vote of 2/3 two/thirds of the represented votes. The excluded national organization can submit a reinstatement application to the General Secretariat of the AJU if it is established that the grounds for the exclusion no longer exist.

Section III : Objectives

ARTICLE 3

The objectives of the AJU are to unite all African judokas and in general to develop and enlarge the bonds of friendship and national co-operation among all the sportsmen of the world. AJU co-ordinates the practice of judo in all the countries of Africa, sets the rules dealing with techniques, organization, diffusion, and promotion of judo. It organizes and supervises the international events, represents the African judo, takes all the decisions about possible conflicts that could arise between member organizations.

ARTICLE 4

The headquarters of the AJU will always be located on the African Continent, in a town designated for four years by the Congress, during the election of the President. The official languages of the AJU are French, English and Arabic. In case of disputes, the French version of all official documents will be ruling.

Section IV : AFFILIATION

ARTICLE 5

The national federation that wishes to affiliate to the AJU, must send a written application to the General Secretary with all the documents necessary to show the technical and administrative importance of this national federation, along with its organization and structure.
The General Secretary of the AJU acknowledges receipt of the affiliation application and sends a copy of the statutes to the applying federation, one month at the latest after receiving the request. The Executive Committee considers the application, gives the decision on the provisional affiliation , before presenting it to the next Congress.

The provisional affiliation allows the applicant federation to participate in the African Judo Championship and to attend the Congress as an observer without the right to vote.

ARTICLE 6

All the member federations have to pay a yearly contribution, the amount and periodicity of which are set by the Congress. This contribution includes the fee due to the International Judo Federation.

ARTICLE 7

The federation that have not paid up their contribution within the time limit will be subject to penalties, which are left to the discretion and application of the Executive Committee. Those sanctions which start with the temporary suspension from all international competition and the postponement of the right to vote, will be included in the by-laws and submitted to the Congress.

ARTICLE 8

The national federations are not allowed to have any relations with dissident organizations from an AJU member country or with a national federation suspended for whatever reason.
The contravening federations can be suspended at once and denounced by the Executive Committee that will submit the case in the next Congress.
Nevertheless, taking into account the development of judo and the upgrading of its technical standards in all the countries, friendly sporting relations and co-operation with countries not belonging to the AJU are authorized.

Section V : Ruling Instruments

ARTICLE 9

The ruling instruments of the AJU are :

  • The Congress,
  • The Ordinary General Assembly,
  • The Directing Committee,
  • The executive Committee.

The Ordinary Congress :

ARTICLE 10

The Congress meets every four years to renew AJU management and to appreciate and review all the activities of these bodies.

ARTICLE 11

The Congress is set up with the members of the Executive Committee, the Directing Committee, the representatives of the affiliated federations and the observers.

ARTICLE 12

The General Secretary will invite all the member federations to pass on to him the items they wish to be marked on the agenda, two months at the latest before the meeting. One month at the latest before the date of the Congress, the General Secretary will send to all member federations the project of the agenda and the different documents and reports concerning the Congress. The items not appearing on the agenda can be debated with the consent of the majority, provided that, for reasons of time, they do not need to be postponed to the next Congress.

ARTICLE 13

Invitations to the Congress are arranged and sent by the General Secretary to all member federations one month at the latest before the Congress.

ARTICLE 14

Each national federation can be represented at the Congress by two delegates at the most ;only one of these delegates will have the right to vote and speak. The representatives or the delegates must be in possession of a proxy signed by the President of the represented federation, proxy in which the name of the concerned representative or delegate will be specified. This proxy is not necessary when the federation is represented by its own president; the observers can speak with permission of the chairman but they do no vote.

ARTICLE 15

The General Secretary checks the powers and the proxies of the delegates or representatives before the official opening of the Congress session. In case there would be a dispute, the General Secretary will submit the case to the Congress.

ARTICLE 16

The Congress is presided by AJU President or failing that, one of the Vice Presidents. The Congress debates validly provided that one/third of the member federations at least are present or represented.

ARTICLE 17

A member federation can be represented by a delegate belonging to another federation, by means of a regular proxy. However, that representative cannot accumulate more than two additional votes.

ARTICLE 18

The members of the Executive Committee cannot vote as members of that committee, nevertheless they can participate in the vote as representatives of a national federation.

ARTICLE 19

The decisions of the Congress are established by the majority of the votes. The votes are carried out either by roll call, acclamation or secretly, for particularly important matters or delicate questions, if the majority asks for that procedure. In case of even numbers in votes, the decision is taken by the President or his deputy.

ARTICLE 20

The candidature for an appointment in the Executive Committee must be submitted to the General Secretary two months before the date of the Congress. They will have to be presented and signed by the President of the national federation to which the candidate belongs.

ARTICLE 21

Taking into account the African particularities, the Congress will give a ruling on the obligation for the duly registered candidates to be physically present or not during the elections, in case they should be absent for justified motives.
Nonetheless, no candidate can participate in the vote if their national federation has not paid its contributions. Similarly, proxies are valid only when they come from national federation that have paid their contribution.

ARTICLE 22

The election operations can be carried out by three commissioners(a chairman and two assessors)appointed by the Congress. This committee will be in charge of the ballot papers distribution, under the supervision of the General Secretary.

The Special Congress :

ARTICLE 23

As a request from one/third of the member federations or a decision taken by the Executive Committee, a special Congress can be called in a town chosen by the Executive Committee. If such a Congress is summoned, it will have to be held during the three months following the reception date of the request, at the office of the President or the General Secretary, with the motives accompanying it.
The agenda of the Congress will have to mention the motives; the meeting will take place like an ordinary Congress, and held in the same conditions. However, it is specified that the special Congress can accept only the federations that have paid their contributions for the year preceding the summoning of the before mentioned Congress.

The Ordinary General Assembly :

ARTICLE 24

It is held on the eve of every African Championship, during the Olympic Games or the World Championship. It allows to register the opinions, suggestions and problems that are specific to each federation. Whatever the proceedings of the ordinary General Assembly, they cannot substitute for the decisions taken by the Congress.
During the ordinary session, the Executive Committee sorts out a partial assess of its activities.

Directing Committee

ARTICLE 25

The Directing Committee consists of the President, the Vice President, the General Secretary, the General Treasurer, the Sports Director and the Refereeing Director. The members of the Directing Committee are elected or designated for four years among the candidates presented by the National Federations. The outgoing members are re-eligible. When one of the members of the Directing Committee is unable to carry out his mandate, he will be replaced till the next Congress meeting. In such a case, the substitute member will not be elected for a period longer duration than the mandate of the replaced member. The Directing Committee members exercise their activities free of charge. They receive no salary for their provision of service.

ARTICLE 26

As a general rule, the Directing Committee meets twice a year, in particular on the days before the congress. However, it can be summoned by the President any time he thinks it necessary, with the agreement of the Committee members, or on request of the Committee.

ARTICLE 27

The Directing Committee takes all the decisions related with the AJU activities; it approves or disapproves of the decisions taken on emergency by the Executive committee or the President.

ARTICLE 28

The decisions of the Directing Committee are taken by simple majority. In case of even votes, the President or his representative has a casting vote.

ARTICLE 29

The Directing Committee can form commissions or working groups to help it carry out its tasks. The members of such groups are designated and approved by the Executive committee.

The Executive Committee

ARTICLE 30

The Executive Committee consists of the President, the General Secretary and the General Treasurer. It is the immediate working cell of the President; it assures the application and the follow up of the decisions taken at the levels of Congress, the General Assembly and the Directing Committee.

ARTICLE 31

The Executive Committee is convoked solely at the discretion of the President, at the time and place chosen by him. The Executive Committee's decisions are submitted to the Directing Committee that confirms or rejects them. In case of disagreement between the Executive Committee and the Directing Committee, the litigants will carry the matter before the General Assembly or the Congress.

ARTICLE 32

The Executive Committee can summon and hear the Sports Director or the Refereeing Director on specific technical questions.

The President

ARTICLE 33

He is elected for four years by the Congress. He is re-eligible. He runs the AJU and represents it for outsiders. Should he be prevented from exercising his mandate, the President will be replaced by a member designated by the Directing committee to run the Executive Committee until the next appointing Congress.

ARTICLE 34

The President has to be necessarily a black belt Judoka.

The Vice President

ARTICLE 35

They are designated for four years by the President without any hierarchic rank or number. They are assistants to the President and can substitute for him when his impediment has been ascertained by the Directing Committee, that gives its advice on the question. They are responsible for the judo development zones defined by the AJU's Directing Committee.

The General Secretary

ARTICLE 36

The General Secretary is elected for four years by the Congress. He deals with the Secretarial work and the relations with National Federations as well as the international authorities.

ARTICLE 37

At the suggestion of the General Secretary, the President can appoint an administrative secretary who will have no franchise to vote and who lives in the town where the General Secretary's Office is located.

The General Treasurer

ARTICLE 38

He elected by the Congress for four years. He is responsible for AJU's Treasury and has to run the Union's accounts regularly. All the expenses must be authorized previously by the President.

The Sports Director

ARTICLE 39

He is elected for four years by the Congress. He deals with all technical matters related to the organization of continental competitions, African Judo regulations and their uniformity with the International Judo federation(IJF). He has to work out a sports code and the activities of African Judo. He draws up and reports the statistics.

The Refereeing Director

ARTICLE 40

The Refereeing Director is elected for four years by the Congress. He is in charge of all the matters relating to African Judo: training, follow up, supervision and appointments. He elaborates the texts and regulations that can improve the refereeing of African Judo. He draws up the statistics.

ARTICLE 41

The Sports Director and Refereeing Director can appoint deputies to assist them in their tasks. The designation of those assistants must be agreed by the Directing Committee.

ARTICLE 42

In case a member of the Directing Committee is grossly misbehaving, undermining the interests of African Judo, the Directing Committee can examine the question, and may suspend him until the next Congress. The Congress will then be provided with a detailed report on the matter, and information produced by the suspended member, for his defense.

The Auditors

ARTICLE 43

During each Congress meeting, a commission is selected for the verification of the accounts. Such a commission consists of two members who have no responsibilities in the Directing Committee. The Commission carries out the inspection of the AJU bookkeeping and issues a report to the congress.

Section VI : Special Arrangements

ARTICLE 44

Every special arrangement, as well as further details about the organization, the management and the administration of the AJU, will be mentioned in the By-Laws to be submitted to the Congress.

Section VII : The Sport Season

ARTICLE 45

The sport season opens on January 1st and closes on December 31st every year. However, the payment of the countries contributions is done according to the financial plan set up the International Judo Federation.

Section VIII : ADOPTION ET MODIFICATION DES STATUTS

ARTICLE 46

The hereby statutes come into effect as soon as they are agreed upon by the AJU Congress.

ARTICLE 47

Eventual changes of the Statutes must be approved by a majority of two thirds of votes at the Congress. Changes will be notified to the Federations in order to be examined, at least six months before the Congress.

Section IX : DISSOLUTION

ARTICLE 48

In case of its dissolution, the AJU belongings will be divided among the member federations that are properly affiliated and paid up with AJU Treasury Office. This dividing of AJU belongings will be done proportionally to the seniority of the national federations as well as on the basis of contributions.

Section X : General Regulations And Codes

ARTICLE 49

The general regulations necessary to the application of the present statutes, the Sports Code and the Refereeing Code will be approved by the Directing Committee and submitted to the Congress.
